The term free differs a little bit between different dealerships and at some places it's only free together with the full 60K service.
Ask your dealership about the specifics.
The reason for the free timing belt derives from the huge problems they had on the earlier V6 engines installed in the NG900 and 9000 cars.
The first year (1994), timing belt replacement was scheduled for every 90K miles (customer pay) but in 1995 it was lowered to every 30K miles (beginning with the 35K service) and the dealer did it for free for the first three times, 35, 65 and 95K miles (the 94 also got included in this service).
The first years they only replaced the timing belt and the engines kept failing shortly after due to frozen idler and tensioner pulleys. In around 2000 they extended the free service to included a one time full replacement of the belt, tensioner and idler pulley setup for the NG900 and 9000.
I think from that experiance they decided to do the free timing belt on the 9-5 at 60K to get a heads up of the failure rate.
ONLY the belt though is for free and if they see that the pulleys are bad you have to pay for them on the 9-5.
If they don't see or hear that something is going on with the pulleys they put a new belt on and you might risk having the engine fail before it reaches 120K miles.
It is NOT the belt that is bad, the belt is sturdy enough to easily last the 60K miles but the tensioner/idler pulley bearings are questionable.
My minimum recommendation at every 60K miles is timing belt and tensioner/idler pulley assembly.
