I have also had "problems" with blue smoke on startup from my 2.3 MY1999, but instead of just complaining I tried to solve the problem.
By reading the Trionic 7 description in the workshop manual I found that it injects extra fuel during cranking and use the sparkplugs to sense when the engine starts running. I suspected that dirty sparkplugs could cause T7 to inject too much fuel (causing smoke) and I therefore cleaned and regapped them. The result was that the smoky starts were gone for quite some time. After replacing the standard sparkplugs with PFR7H gapped at 0.85mm and loading a later version of the T7 software I can say that the smoky starts now are gone. The geometry of the PFR7H is not the same as the standard BCPR6ES and I believe that they will stay clean for a longer time.
There is also another source of blue smoke. An oil trap in the crankcase ventilation can under certain conditions let oil through. A new version intended for the Aero should be used as replacement for the suspect oil trap before the turbo is replaced.
I am quite certain that Saab has replaced quite a lot of perfectly fine turbo units because of non-turbo problems.
