Had the P1230 CEL on my wife's 2000 9-5 Wagon LPT. (70,000 mi)
Looked at the throttle body and it was pretty gummy below the butterfly. Cleaned it well with carb cleaner and a Q-tip, cleared the code with the OBD II reader (bought it for my 9-3, has paid for itself 2X now...), reset the limp home solenoid & it's been running like a champ for 3 weeks.
In my opinion (a dangerous thing), these things fail because the PCV system vents a bunch of oil vapor up into the TB, it turns to varnish, and sticks the butterfly closed with more torque than the TB motor can deliver.
