Try this:
To adjust the emergency brake shoes:
1. Check the lever travel. If the wheels lock on the 4th notch, the handbrake must be adjusted. (this sounds like what you describe)
Release the handbrake.
2. Check that the cable is not pulling the actuating levers. If necessary, slacken the cable adjusting nut.
3. Using a screwdriver, unscrew the adjuster until the brake disc is blocked.
4. Then, unscrew the adjuster until the brake disc can be turned.
Repeat the procedure on the other wheel.
Fit the wheels and tighten the wheel bolts, using a torque wrench. Tightening torque 110 Nm (80 ft. lbs.) . IMPORTANT: The wheel must hang freely when the wheel bolts are being tightened.
Adjust the handbrake cable
To adjust the handbrake cable:
1. First, adjust the handbrake shoes
2. Apply the handbrake 1 notche.
3. Raise the car so that the rear wheels can be rotated freely.
4. Tighten the adjusting nut on the handbrake lever, accessible through the hole in the front partition behind the mat in the center console storage compartment, until the brake starts to engage.
5. Release the handbrake and apply it again. The wheels should be locked by the time the handbrake is at the 2nd or 3rd notch.
6. Lower the car to the floor.
