Child Seat Installation - LATCH and Tether Confusion

We have a 2002 9-5 Wagon. I just had the car at the dealer and I asked them to install the tether anchors. They installed them on the folding backs of the rear seats. But I also noticed that behind the rear seats attached to the deck their are also what look like rear anchors.
I tried to attach the latch straps to these lower anchors but I could not get the strap through the back of the seat.
My question is...are there also LATCH points on the rear seat. I lifted it out but could not find any.
