I flipped my seat back (92-900s)for the first the first time today. Yes, the bench part has to slide forward by pulling on the black ribbon-like thing in the middle of the seat. This disengages a latch, similar to the one on the doors. The bench then slides forward about 8 inches, then flips up, so the front of the bench is down toward the floor and the back is up in the air and it is then right behind the front seats. Check the spot where you are going to flip the seatback downward to make sure there is nothing nasty in there like last year's Girl Guide cookies that could stain your seat back. You then have to remove the head restraints from the back of the seat, make sure the arm rest is retracted and then release the black plastic latches up at the top of the seatback. It helps if you slide the seat belts down to the side to get them out of the way of the seat as it tips forward. It shouldn't take more than a GENTLE tug to bring it forward. Otherwise something is catching somewhere. That's it fom my extensive experience of having done this once.
