90 900T APC probs?

Here's the deal... hard to tell whats wrong...
1990 900T 132K
The car has great boost, right to the red/yellow line, never been tweaked.
When at full boost it sometimes feels like someone is putting the brakes on very lightly. you can actually feel a reverse pull on the car, as if the engine is working hard but not producing the power it should be. It goes in a cycle, if I leave the boost at full (usually heading up a big hill in VT) in 5th gear I can feel the power come and go, but with no change in the boost needle. I always run premium, I run mobile 1 10-30 and the timing and base boost are right on. All vacume lines are tight and recenlty replaced. I am thinking that it is a definite electrical prob, as it cycles through this strange exp. It is not a cycle that effects the APC (cutting it to base boost) as the needle never moves. What could it be? Any thought?
