You say the boost variation/reduction occurs regardless of conditions... are you certain of that? After the car is fully warmed, but before you've done any boosting, and when you're cruising on a level highway on a cool day, you should be able to get good boost performance. Immediately after boosting, however, your IC is HOT, and the air temperature going into the manifold is much hotter than before. If you boost again within a minute or so, you're apt to get less boost than before. (I'm presuming you don't have a liquid or water-spray-cooled intercooler.) The intercooler works as a sort of air-cooled heatsink, and it heats as you boost, then cools gradually when you're not boosting. So repeated boost runs at close intervals will give you varying intake temperature conditions.
You mentioned you have the RRFPR. Did you also do an injector upgrade? Variations in performance like that are sometimes caused by unstable injector sprays, so that's a possibility.
Lastly, you might consider the SPG9 AID if you like their stuff. The way it tailors the boost/retard timing curve really makes a huge difference in boost stability. (It's a wonderful device and I love mine!)
