Surely your taste with clothing is as good as with cars.
As Laura said she got shocked during the winter. It has a lot do with what material of clothes you wear. Nathan also mentioned changing tires, different tires for different season? The chances are that he bought a new coat along with a the tires? :)
When rubbing a nylon, acrylic or similiar (non conductive) winter clothes against the seat while driving you develop static electricity field over your self. This way the voltage you are carrying is higher that the voltage of your car.
While touching the metal door handle or the side of the door you discharge the electricity and that is when you get snapped. By this method you can develop up to few thousand volts, but the current is low so there is not a big electric charge but it feels nasty. Electricity can "jump" through the air with 'high' voltage creating a small electrical arc flame. So actually the shock happens just _before_ you touch the metal part.
The effect is similiar when you walk around the house (drag your feet on wall-to-wall carpet) and touch some metal door knob and get an electric shock.
Hanging a cable to the back of your car has only to do with superstition and somebody getting big bucks out of it - little or nothin with static electricity.
