But it seems you need a new/rebuilt steering rack.
You can try flushing the system, but I doubt it will work. In any case, the p/s pump and hoses must be flushed before you install the new rack (or else the warranty is void and the new rack will probably fail if there's any crap in the line....remove the reservoir and clean out the sludge and crud on the bottom...surprise! Be careful...the reservoir nipples are very brittle by now!) and it's somewhat easier to flush the system with the rack installed IMHO.
My only tip is to snag a pair of shorty 16mm and 18mm open end or, preferably, flare nut wrenches. Shorty, because there's not a lot of room to swing them. They're the size you need to tighten the fittings from the hose to the rack. I didn't have them and made do with a 6" crescent wrench.
