They are, but most people would recommend against it. The glue that holds the halves together doesn't keep the boot together all that long. You'll have to redo it.
I got my replacement boots from http://www.sobstory.com. They weren't all that expensive.
The procedure is relatively easy as long as you have a 1-1/4 inch socket, a looooong breaker bar, and a few other tools. One thing you'll need to do is flush the old grease out of the joint and replace it with grease specifically recommended for CV joints. I'd gotten some semi-synthetic grease for this purpose.
You will also need some grease specifically for the inner drivers to replace what dribbles out when you pull the drive axle. Get that from the dealer or from the place you get the boot.
It took me a couple of hours, but that's partially because I had to pirate a drive axle from my parts car because one CV joint was too far gone to salvage :-(
Oh yes ... get some vinyl golves for packing new grease in the CV joint. Believe me, you won't regret spending that money.
Check the following link for more detail. They give a lot more in their good pictures than I can dscribe in a few paragraphs.
