Simple "dropping ball" valve. If it's gunked up, you can clean it out by pulling the elbow out of the pump and spraying with carb cleaner. If the valve is shot, replace it. The elbow is hard to fit into the fuel line and a special tool is needed to hold the line as you force the elbow into it 1/4 inch at a time. You can use a Lisle tubing flaring kit block as the special tool to hold the line. Or a Saab tech who has the right tool can put a new one on in 1/2 hour.
