I'm assuming that the fouling you're getting is black, sooty buildup instead of an oily coating. If it's a 16-valve (900S or 900T), look at tow things:
1. The vacuum hose to the fuel pressure regulator might have fallen off or become cracked. You'll need to reattach the hose or replace it.
2. The fuel pressure regulator has bagged it. Sometimes the diaphragm in the regulator ruptures and gas just pours into the injectors at full fuel pump pressure. You can check it by disconnecting the vacuum hose at the intake manifold and sucking on it. If it doesn't hold vacuum, (you'll probably get a good taste of gas), you'll need to replace the FPR.
A bad fuel pressure regulator will give you the starting problems you've been having. And having one tank is one of those things that can happen spontaneously in a 14-year old car. If you need a new one, try one of the sponsors down at the bottom of the page (sobstory, cybertroll, saab depot, etc.) They have decent prices.
If it's an 8-valve (base 900), this advice won't help.
