We recently removed the governor on a 86 without taking the cross member off. No real problem getting in there, turn the governor towards one side and you can get a straight shot at it. BTW we did not find anything wrong with the governor. Why are you looking at it? We did not have 3rd gear and still don't even after cleaning the valve body. The only valve bore that seemed to be worn was at the plug for the modulator valve. We don't know if there is enough wear (leakage) there to affect the governor pressure.
