Heat...YES----Heat----NO

A recent purchase (1992 4 door 900s) and the cold weather have me scratching my head. When the car is moving at highway speed I have lots of heat. When the car is idling there is no heat. The temp. control seems to work, when moving anyway(ie. rod must be OK). I can select cold, cool and warm from it. The two 1-1/2" hoses , one on top of the other coming through the firewall from the engine both get hot and seem to be the same temperature. Could this be a thermostat problem? Could the proir owner have replaced the thermostat with a 2-way non-Saab thermostat? What could be causing this problem? Thanks for any help with this problem before it is a major inconvenience.
