Help on solving 91 Turbo problem

It started Labor Day weekend - the turbo wasn't functioning on my '91 convertible and it became a safety issue (pulling out in traffic was an adventure in hesitation), so it was determined to have it rebuilt. When I got the car back, I drove about 10 miles before billowing smoke engulfed the car. Back it went - but couldn't be rebuilt again so a different turbo was sent. Installed it and it worked ok, but it was so noisy ( I thought I had a police car with it's siren cranking following me all the time) it even drowned out the radio and I hated to drive the car. Even wrote a classified for it but figured no one would buy it that way. So back it went. Mechanic worked with Ericson (?) to adjust the turbo, but the WHINE wouldn't cease. Got a new turbo. Drove it 20 miles, started stinking again (Yes, I know that smell of sizzling oil) and there was oil leaking underneath. Back it went. Mechanic replaced an "O" ring (like the Challenger???) and said it should be fine. Drove 10 miles home in the snow on Friday @ 30 mph. Seemed fine. Went to grocery store and there's that billowing smoke and stink again, but the new wrinkle is that the needle on the turbo gauge won't move out of the white range, no matter how hard one stomps on it. So anyone have a clue? I'm ready to quit.
