The bane of our generation of Saabs is leaky vacuum lines. Most likely, you've got several of them.
The good news is, they're relatively easy and cheap to fix yourself! I recommend you buy or borrow a vacuum handpump tester. It's a gizmo with a gauge, and you squeeze its handle to draw vacuum from a vacuum hose. It's a lot easier (and much more pleasant) to use one of these testers than it is putting dirty hoses in your mouth and sucking on them. The one I have is called a Mi-T-Vac, but there are other versions available at discount stores like WalMart or PepBoys.
What you need to do is detach hoses one at a time from your intake manifold and see if they hold vacuum. You may find some that are hardened, brittle, or even disconnected. All you need to do is buy some new rubber hose, cut it to size, and replace what's bad. Look for branching vacuum lines around the oil filter area and others coming out from the region of the throttle body.
Some people on this site recommend silicone hose sets, which are impervious to engine heat and will last forever, plus they come in wild colors, so they look spiffy in your engine compartment. The regular cheapo black rubber ones will last 6 to 10 years, and you can find them anywhere... buy 10 feet of it at a time so you'll have enough on hand.
