First, check the thermostat. If the gauge is not moving off the bottom, then it probably means the coolant is not hot. This usually means the thermostat is fully open. (It is not good to run the engine at too cool a temperature as it does reduce performance and increase fuel use) Getting very hot while idling in heavy traffic suggest maybe the cooling fans are not working - next time it happens, lift the hood and see if all fans are rotating when the water temperature has risen. If not, you need to check belts and wiring/relays/fuses for electric fans.
Second, for the heater. It could be giving cool air for several reasons. 1. the hoses to/from the heater may be blocked. 2. the heater valve may not be opening. 3. a flap to divert air across the heater coil may be stick. 4. there may be air block in the heater hoses.
