Nathan is correct -
You get base boost (half-yellow) if the brake pedal is pressed. Partly because you don't need boost if you're braking, and other as a safety measure - if the throttle did stick open, it'll be easier bringing the car to a stop with the brakes if you don't have full boost. The switch for the brake lights is the signal to the APC.
In later model years, if you ENGAGE the cruise control (not just turned ON, but engaged), then you are limited to base boost. Again as a safety concern - if the cruise control suddenly commanded full throttle, you won't accelerate as fast if boost is limited.
