Cold Start/Morning Start/NO START!!

I have a 16 Valve 86 900.
On cold mornings (usually in the -10 to 10 degrees F range) the car turns over but won't start. It used to seem like it was attempting to fire but now it is not even doing that. The battery is at full charge and the plugs, wires, distributor cap, rotor, and fuel filter are all new. I tried exchanging the ignition control unit w/a known good one...no change. It seems to be getting plenty of fuel based on the fact that it usually ends up flooding. It often starts right up later in the day after sun shines on it for a few hours.
Once started, the car runs smoothly but usually after about 10 minutes the fuel pump begins to whine.
Any ideas as to what the problem may be? AMM? O2 Sensor? Fuel Pump?
