that, under boost, actautes an arm that retards the engine timing so as to lower detonation. The result, higher boost. If you suck on the hose attached to the diaphram (round metal piece) it should hold vacume. If not, get another one and replace.
I assume you have a 16v turbo?
If I'm in any way mistaken, someone else will correct me.
