and trace the fault. The bulbs are 12v bulbs, so you should be able to get a reading of 12v in the bulb sockets. If you have 12v there, then the problem is the one Dinger suggested- a bad contact between the bulb and the socket. Otherwise, follow the wires back into the car and keep checking at every connection until you determine where the open connection is.
You'll probably need to wedge a tool box or a brick or something against the brake pedal to activate the brake lights. The parking lights will light whenever the headlight switch is in its intermediate position, regardless of the ignition key.
Sorry I can't be more specific, but that's the nature of electrical problems. If you are unsure of your electrical diagnosis skills, find someone who knows what they're doing.
