Your wipers need lubrication - take them off, remove the wiper blades and dry out the metal wiper blade holders. Then stray the wiper blade holders with a with something slippery like WD40 or Borden SlideAll. Normally wipers won't get locked in ice buildup of they're moving freely across the curves of the windshield, and after dry out and need an occasional bit service. Alternatively, you can change the blades...
