Problem with my windshield whipers. . .

Hello all-
I noticed an odd problem with my whipers a few days ago. They work fine with the control in the first two positions (intermittent and slow speed) but the third position (high speed) is messed up.
Basically, there is no difference between the second and third positions - in the high-speed (third) position, the whipers stay on the low speed. However, I was listening carefully this morning and I noticed that in this third position, there is an ever so slight, quiet whining noise not present in the other positions.
Does anyone have any ideas as to the cause if this problem? Since the whipers work fine in two of the positions, I'm thinking it isn't the motor or the switch, so I'm placing my bet on the relay. But it also seems strange that the relay would only partly fail. Then there is that strange noise I mentioned. . . I'm hoping someone can point me in the right direction and I can avoid replacing part after part searching for the problem.
