I usually maintain my locks by treating them with a solvent (wd40 or equivalent) until the mechanism turns freely, and then with a lubricant (white lithium grease) which repells H2O.
The solvent will also dispell H2O, but only when applied. Once it evaporates, the water can return. White lithium will stick around for a while. It will also stick to your key the first few times you use the lock, so you might want to keep a rag handy for a few days.
This has worked well for me so far- I also endorse it as a way to keep your window motors happy.
