Bad throttle position sensor.
I had the same problem on an '88 900S. The TPS tells the ECU when the throttle is closed and the ECU keeps the idle at normal idle speed. If the TPS doesn't close the contacts to tell the ECU that the throttle is closed, idle runs at about 2k rpm.
It's easy enough to check. Take off the electrical connector. I don't remember offhand which pair of the 3 pins is supposed to have a closed circuit when the throttle is closed, but its one of 3 possible combinations. Check them all with a continuity tester. If none of the 3 ossible combinations shows continuity when the throttle is closed, the TPS is bad and needs replacement.
