Should my idle increase when the car is first started? ....

I would like to know if my idle should increase when I first start my car in the morning. It is usually pretty cold here in the winter ( -25 to -30 C). My Saab mechanic states that on my car the idle does not increase like most cars when cold. He say's as long as it doesn't stall, the system is working OK. When the car warm's up, the idle slowly increases to where it should be (900). Otherwise the car run's great. I have replaced all vac. lines, cleaned throttle body, AIC, etc. Let me know your thoughts on the subject.
