cold start idle question/curiosity

'90 900 base 16V LH2.4
i'm just wondering why on some mornings my cold idle will be solid on 1200 and others just 1000 (solid)? Cold is relative though - i had thought that the 1200 was occuring on really cold mornings (<10F) and the 1000 on warmer cold mornings (>10F). But the temp has been funny lately - yesterday 20F and it idled at 1200 and this morning -10F and 1000.
The idle when warm is always 850/900 solid. No vac leaks and AIC, throddle body etc were all cleaned this fall.
Can someone explain this a bit more?
