Stiff steering on cold startup can be attributed to either a worn steering rack or binding steering shaft knuckle. A worn rack can exhibit "morning sickness" where the car feels as if you have no power steering at all. After the car has been run for a moment the steering suddenly loosens up and feels normal for the rest of the day. A binding steering shaft joint can feel tight on cold startup and then loosen some as the car warms up. With a binding joint the steering can feel somewhat tight then feel relatively normal. It can come and go. From your description it sounds like a binding steering joint. This winter has been pretty rough. The cold temperatures coupled with the wet conditions can agrivate the problem.
You can try spraying WD-40 on the joint as others have mentioned. You may want to start with good penetrating oil such as PB Blaster then follow up with WD. Some people I know have had success in freeing up stiff joints by removing them and applying a little heat from a heat gun. Then soaking the joint with penetrating oil and allowing to set awhile. The best bet is replace the joint with a new unit or a good low mileage used one.
