Hi Vladimir,
Before digging into the air flow sensor I'd make sure that the ignition system is up to specs. Namely, I'd look at the cap, rotor, spark plugs, timing and especially the ignition wires. From your previous posts about the shaking car I'm going to speculate that one of your cylinders isn't firing. Faulty ignition components are sometimes difficult to identify and usually show up when the car is under load.
If your ignition system is working properly then I'd verify that your base
air/fuel ratio is set correctly. The Bentley manual discusses how to connect a dwell meter to lamda feed back system and adjust the CO level. If CO level looks good then I'd put the dwell meter on the passengers seat and run a wire to the lamda connector. Drive around and see if the pulse ratio looks reasonable. This should test your entire fuel injection system.
Other obvious things that can effect your mileage but we rarely check are tire pressure and dragging brakes.
To answer your questions, the air flow sensor acts as a AMM for the older CIS injection systems, The throttle valve is the valve that opens and closes when step on the gas pedal. It regulates the amount of air that is drawn into the engine and is not turbo specific.
