As JohnB says, the 3rd brake light was a factor of when the car was MADE, not its model year.
I had a model year 1986 that was built in October of 1985. It didn't have the 3rd brake light - it was one of the last cars built without it.
Model year is an arbitrary designation by the manufacturer - they can make a model year 2001 for the next ten years if they wish (example - the Corvette skiped a model year, but they kept building cars right through it). For something federally mandated, an arbitrary designation won't work - otherwise manufacturers could evade emissions and safety requirements simply by calling all cars model year 1967. It's when the car is built that determines the incorporation of required equipment.
