Jim's right, the wd40 will clean the contact surface of the printed circuit film. Also check that the hard plastic bulb contact area behind the film is not deformed due to too high wattage bulbs. If you use garden variety #194 5 watt bulbs the heat will eventually melt a little dent in the panel surface. This dent will cause a bad contact that will drive you nuts. To solve the problem, carefully peel back the film circuit and fill the dent with JB weld or some other epoxy filler. You can do this through the speaker hole, I use a bike mirror to see from inside the car and practice to get used to working backwards. Let the epoxy dry, put back the film and then use 3 watt bulbs. While you're at it, consider cleaning the green lens with a Q-tip dipped in alcohol. Stick the Qtip into the bulb socket hole and work it around to wipe off the lens. Even with the 3 watt bulbs, you'll have a brighter dash. Lastly, if the printed circuit film has been damaged, you can restore the printed contact area with the liquid repair meant for rear window defroster grids, but you probably won't have to do this unless an abrasive has been previously used to try to improve the contact surface (ask me how i know)...which is why Jim said to use the Wd40 and not sandpaper to clean the film contact area!
