It's a real PITA.
There are a few things that can drop you down to base boost.
Faulty brake light switch - When the brake lights are on, the APC disengages the boost control valve. I've had the situation where the brake light switch is intermittent and replacing it has cured the boost problem.
Intermittent bad knock sensor/knock sensor wiring harness/connector. When the knock sensor circuit is open, the APC disengages the boost control valve.
I think that these are the most common.
