As stated in one of the other responses, a capilary tube/switch placed in the evaporator controls the on/off of the compressor. Note that moving the capilary tube to other parts of the evaporator can change the operation (based on the non-uniformity of the temperature sensed), but it is delicate and can be broken. MOving this is a cure if you are gettng a frozen evaporator which blocks all the airflow.
The actual temperature of the A/C in the car is adjusted by mixing in some air run through the heater core! If your A/C isn't cold enough, you might have one of the typical A/C problems such as not enough freon, etc.
