it will only go to the border orange/red with good gas. I have set a few cars base boost and they were all low. If it is 1.5 - 2, it will not rise this high. I have seen 2, 2.5 and 1.5 and the stock setting should be 5-5.5psi. Don't get a junk gage. The 4" round one at autozone has too much flutter to be of much use. I have a 2" industrial 0-30psi gage which is much more useful. I would not look to go much above 5.0psi base boost on a high miler. THis all assumes that the rest of the APC system is fuunctional. (APC click, good hoses, etc). Suggest 15' of 3.5mm silicone hose, 3 intake grommets, PCV grommet and 3' of 6mm silicone for the wastegate to APC solenoid before you even try to set base boost. Probably order a spare PCV elbow and checkvalve because the likelihood of breaking it trying to remove petrified rubber hoses and petrified grommet.
