Could be the turbo, could be the valve stem seals. At idle, manifold vacuum is very high, and oil can be pulled from many places. At speed, manifold pressure increases, and less oil gets pulled out past seals.
Try the old valve stem oil seal test - find a nice long downhill on the highway, and just take your foot off the gas. Look for smoke behind you. This creates a BIG vacuum, and if your valve seals are tired, this will show that up big time.
Yes, it's similar to turbo seal failure, but in my experience, turbo seals leak at higher RPM also.
