If they seemed long enough (you can measure) when you installed the regulator, the brushes are probably not the issue. I also don't think that you had two bad regulators - although junk parts are always suspect.
I would agree with Richard Miller to check all the cable connections, particularly the positive battery cable to the starter (on my '83 car, not sure about the routing on yours) and that there is a good ground path from the battery to the body, from the body to the engine, and from the engine to the alternator.
