More on passive belts...

My passenger side belt isn't working. I checked the monster connecter under the back seat as per Bentley manual, and found that pins 18 and 19 have no power. The manual says these come from the relay coil. I don't know exactly what that is. I swapped the two passenger relays under the seat with the driver relays, and the driver side continued to work, so the relays have to be good. Where do I go to get power to pins 18 and 19? The only other problem I could find was that pin number 2 the "bulb resitance" is supposed to be around 13 ohms, my car had no continuity at all. Any suggestions?
Thanks a bunch,
Tyler
