Mass of melted wires above catalytic convertor... what now?

I posted a few days ago... I was driving down the street (after some long idling and revving in the driveway, long story) and the ignition died. No windows or emergency blinkers, and no fuel pump. All those fuses were popped.

So I have ripped most of the forward and floor interior out. I finally got down to metal floor pans, and I located the trunk of black cabling that is sealed in a black electrical-plastic-tape like tube. It looks pretty nasty down there, some corrosion on the emergency brake cables also, but now bad.

I took a razor blade to the black sheething so I could see how badly the wires were melted. Well, there is one segment of the cabling mass that is basically glued together, except its not glue holding together, its just that they got melted together. They dont really look melted together (ie, they dont look crispy and burned, they have their original color) but if you touch the wire mass, it doesnt flex and is pretty much one mass now. Pulling the wires apart didnt work, everything just starts to rip apart.

So, what I'm wondering is, do you think its safe to conclude that this is why my fuel pump and power windows arent working? I simple cant get the wires apart to the point that I see two wires actually causing a short circuit because they are all just One Big Happy Peice of Plastic now.

Also, there is a brown wire that runs along side the trunk of cables that are in the black sheeth. Any idea on what this brown wire is, its a little thicker than the other wires.

And finally, I guess I just need some directive on what to do know. Basically, I get some spare wire that looks about the same gauge and I start cutting, splicing, and rewiring this all back up. I havent done anything like this before, unless you count wiring up my office with CAT-5 ethernet cable ;)
