Are the turbo wheels painted?...

I have brake dust on my 15-spoke 15" turbo wheels that is really on there. Multiple attempts at a combination of Westley's brake dust remover stuff, toothbrush and wire brush isn't getting off the last of it. However, it looks like I'm starting to take off paint. That doesn't really bother me since repainting isn't a big deal. I'd just like to know if these wheels were painted from the factory.
Thanks,
Nathan
