I'm from MD, where it doesn't snow much, and when it does, no one knows how to drive. Decent tires rated for mud and snow (M/S) should do, and adjust your driving to the conditions. Gentler starts and giving yourself room to stop are essential.
The SUV'ers in MD don't always realize that their 4WD is great for starting, but they still need longer distance to stop. The Saab was designed for good driving in the snow (60% of weight on drive wheels) and I've rarely had any issues.
(Aside) My favorite SUV story: Sitting at a light, listening to a souped up SUV rev his engine. He gets the green and roars around the corner. I turn my head to watch just in time to see him plow into a telephone pole.
