My 99T used to do the same thing, I think it was a result of running rich or not burning the fuel. It may be also a factor of oil being drawn out of parts of the engine because of the engine being under vacum. Either way I do not think it is terminal, and should not effect the performance.
Worn turbos also smoke badly at idle but as yours is recently rebuilt I doubt this is the problem. You do need to fix that siezed waste gate of yours though!!
