Boosting troubles? 3.0bar fpr doesnt seem to help...

Hey folks...
I have an 86 SPG that's basically stock, but w/k&N intake and a bosch 20psi BPV. I've simply tweaked my APC a little by moving the pots. The car now boosts reliably to 15psi, but then usually very quickly it drops the boost down about 3-4 psi (like when the knock sensor hears something) and then it usually builds it back up, etc... its not dropping it just because of the taper.
This problem seems to happen regardless of wether i have my stock 2.5bar fpr, or a 3.0 bar fpr that I got from a junkyard (so i'm not so sure of it's integrity). Is it possible that the 3.0bar fpr could be so old that it wont open up enough to deliver enough fuel? I know there a lot of you out there who have done a simple apc tweak w/a higher pressure fpr.. what should I be seeing? Any knock? My car is all tuned up within the last year... the only stuff that hasnt been replaced is the distributor rotor, the ignition wires and the AMM.
Please give me some advice folks :)
