Ken,
Pull the intake tube off the turbo that goes to the air filter.
Examine the turbine and make sure a foreign object didnt pass through it.
Look at the blades real close. If you see where they are chewed or impacted .... something hit it. I cant prove it but suspect that a house fly could do damage.
When you replaced the turbo did you replace the oil supply line? or spend about a hour with a torch, pressure washer and a snake on the end of a drill to clean the old one out? The oil hole in the turbo bearing is small. To give you an idea of how small it is ....the next time anyone is replacing a turbo, clean off the area and blow through it. Its tight in there and any flaked carbon will kill the turbo. In fact Garrett and most rebuilders offer no warranty if the oil line is not replaced.
Careful when you change the air filter and make sure Nothing gets into the tube.
