Strange Occurance While Idling (and in Neutral)

88 900T / 162,000 niles
When I start up in the morning, my car warms up in a strange way and I'm not sure if it's normal or not. It starts off hovering around 800 rmp and then drops to about 500 rmp, where it then has to save itself from cutting off. It does this repeatedly. After about 5 min it maintains about 800 rpm. Occasionally, when I put it into neutral while driving, the rmp will drop to around 600 rpm and then catch itself again, usually not doing this more than once. What could be causing this? Thanks.
