While not an expert on 8v turbos, when this happens to the two 16v's in my household, it is most often due to leaks/cracks/splits in the intake/turbo plumbing or a bad hooter valve. Next most often due to bad distributor rotor. Then spark plug gaps that have grown too wide a gap. Finally a bad Air Mass Meter can cause all sorts of havoc but is less frequent. A badly clicking APC solenoid usually happens when I have a bad air leak. Maybe clean it out with some wd40 and make sure that the connector is clean. If it's bad, i think you would only get base boost, but I suppose that there is a chance that an internal intermittant contact problem exists.
I know that the rotor, plugs and AMM don't seem turbo boost related, but the hesitation and pulsing when under power/boost gives the same end result. Good luck
