take a needle nose plier and closes the hose from AIC to intake manifold, the idle should end up around 500-600 RPM. More is not good and less is not good either even though Saab say that if engine stalls that is ok too. I don't think it's ok. Make sure throttle body is cleaned out.
I assume you have taken care of all vaccum leaks/hoses.
If everything is ok and you hear the click from throttle switch as soon as you move the throttle arm back and forth, the next step would be the AIC valve or wiring going to it.
In a couple of cases I had to crimp new connectors on the wire harness because of corrosion. And sometimes the ground wires at intake manifold and at cruise pump/ignmodule goes bad.
After that a new AIC is probably gonna take care of it.
