Problem is likely bad contacts in stalk switch or at intermittent wiper relay. When intermittent speed is selected, stalk switch should send out battery voltage through white wire to intermittent wiper relay. If you have a multimeter or test light, check through back of connector at stalk switch for battery voltage. With stalk switch on intermittent and key to RUN position, you should get 12v at white wire. Wiggle switch and connector around to check for intermittent faults caused by poor contact.

If stalk switch is OK, then check the relay. This is located to left of steering column, behind instrument panel. You will have to pull lower knee bolster to gain access. With stalk in INTERMITTENT and key in RUN, you should have 12v at white wire to relay. If OK, relay should send 12 v out terminal 15 (Brown wire). If you don't find 12v, get a pencil eraser or fine emory cloth and clean up the contacts until nice and shiny. If cleaning the contacts doesn't make it work, replace the switch or relay or both, as necessary.
