wheel arch repair

Hi all
Somewhere along the line a previous owner had the right rear wheel arch of my 3dr repaired. It was repaired using body filler or whatever it is that they use for these things, and painted over.
Last year a crack opened around the fender and I had it repaired. One year on I now notice a small crack in the same area, suggesting that for the second time the repair is failing.
This must be a particularly high-stress area as, so far as I know, I haven't knocked anything. I guess there are a number of possible causes, from shake and rattle through to stone damage. Still, I'm a bit put out as the car is basically flawless aside from this repair.
My question is whether or not it is possible or practical to repair it using some other method such as welding in a piece of metal, and whether I could still get a smooth paint finish. I figure that if they use body filler once more time it will probably go the same way as the previous repairs.
Any thoughts on this?
TIA
