Fuel Pump Relay Symptoms?

1982 900 Turbo, 137k, history of intermittent engine trouble, not being driven much. Started and drove about 1/2 mile. Approaching STOP sign, foot moved onto brake and it stalled. Cranked and would not fire. History is many episodes where it would start again after sitting. Back couple hours later with wife to sit and try the starter. Cranked but wouldn't start. Checked for spark, present at plug wire.
Fuel pump is very few miles old. Checking voltage to pump. Didn't seem to have any, but not sure test leads were making good contact. Removed wire from fuel pump so could get test lead on the wire connector for sure. When cranking started, no voltage immediately -- then voltage climbed up to the normal 12v (almost) over a period of a few seconds, and the ENGINE STARTED! Told her to shut it off, since there was no way it could continue to run with the fuel pump disconnected. I didn't know it would start at all. With the fuel pump leads re-connected, it now started and ran more or less normally. (It has a fast idle; new auxiliary air valve helped but did not cure.)
Question is, this absence of voltage at first when cranking just begins, then build up of voltage over a period of several seconds? I've checked fuel pump voltage before, and surely would have noticed if it did that. Is this behavior suggestive of a bad fuel pump relay?
